Lean Government, Strong Citizenry
Over Mission
Our mission is rooted in the belief that true national transformation occurs when government operates efficiently, and citizens are empowered to lead. We envision a Liberia where:
- Government institutions are streamlined, accountable, and focused on delivering essential services
- Citizens are economically empowered, politically engaged, and socially conscious
- Progressive policies drive sustainable development across all sectors
- Democratic participation is the norm, not the exception
This philosophy of "Lean Government, Strong Citizenry" guides every policy recommendation, every candidate we support, and every mobilization effort we undertake.
Our Vision
A prosperous, self-reliant Liberia where lean, accountable government institutions empower a strong, entrepreneurial, and civically engaged citizenry to drive sustainable national transformation.
We envision a Liberia where the role of the state is clearly defined, constitutionally bounded, and operationally efficient — freeing the full creative and economic potential of her people. In this future, the government does not crowd out private initiative; it creates the enabling conditions for it to flourish. Citizens are not passive recipients of state benevolence but active architects of their own communities, livelihoods, and national destiny.
This vision demands structural courage: the willingness to reduce wasteful government expenditure, rationalize bloated public institutions, and redirect national resources toward essential services — infrastructure, education, rule of law, and public health. It demands a political culture that rewards competence, transparency, and results over patronage and ethnic loyalty.
ALT's vision is anchored in a belief that Liberia's transformation will not come from external donors or silver-bullet political figures, but from an informed, mobilized, and empowered Liberian citizenry demanding excellence from their government and from themselves.
🏛️ Lean Government
Efficient, accountable institutions that do less but do it excellently — removing barriers to citizen prosperity.
💪 Strong Citizenry
An empowered, educated, entrepreneurial people who drive economic and social progress from the ground up.
🌱 Sustainable Growth
Private-sector-led development rooted in evidence, innovation, and long-term structural integrity.
Our Mission
The mission of the Agenda for Liberia's Transformation is to proffer evidence-based policy solutions, identify and support reform-aligned candidates, and mobilize Liberian citizens and resources behind a national agenda that reduces government inefficiency, expands economic freedom, and builds durable institutions capable of sustaining democratic governance and broad-based prosperity.
We accomplish this mission through four interconnected pillars: rigorous policy research and advocacy, candidate identification and electoral engagement, civic education and community mobilization, and resource development and coalition building. Each pillar reinforces the other, creating a self-reinforcing engine of structural change that operates across election cycles and across political lines.
ALT is committed to working within Liberia's democratic framework — shaping the agenda from the outside, holding power accountable, and building the civic infrastructure necessary for long-term transformation. We do not seek power for its own sake. We seek to change the conditions under which power is exercised in Liberia.
Research & Policy Advocacy
Produce credible, Liberia-specific policy briefs and reform proposals grounded in data and comparative governance evidence.
Candidate Identification & Support
Vet, endorse, and actively campaign for political candidates who publicly commit to the ALT reform agenda.
Voter & Resource Mobilization
Organize Liberian communities at home and in the diaspora to vote, donate, and advocate for agenda-aligned outcomes.
Civic Education & Coalition Building
Build a broad, cross-partisan base of citizens who understand the ALT agenda and champion it in their communities.
Core Values & Principles
ALT's work is guided by a set of foundational values that define our character as a movement, shape our policy positions, and determine the kinds of leaders and solutions we champion. These values are not abstract — they are operational commitments that govern how we research, advocate, organize, and engage.
Rule of Law
No individual, institution, or political interest is above the law. Liberia's transformation begins with equal, impartial justice for all citizens.
Economic Freedom
We believe in the power of free enterprise, property rights, and open markets to generate wealth and opportunity far more effectively than state-directed programs.
Transparency & Accountability
Public officials must answer to citizens. ALT demands open budgets, accessible information, and consequences for public malfeasance.
Cross-Partisan Unity
Good governance is not a partisan issue. We build alliances across political divides, uniting Liberians around shared reform goals rather than party loyalty.
Evidence-Based Reform
Our policy positions are grounded in data, rigorous analysis, and lessons from comparable reform contexts — not ideology alone or political convenience.
Long-Term Sustainability
We prioritize reforms that outlast election cycles — structural changes embedded in law, institutions, and civic culture that endure across administrations.
The ALT Reform Agenda
The Agenda for Liberia's Transformation organizes its reform priorities into five interconnected policy pillars, each addressing a structural obstacle to Liberian progress. These pillars were developed through community consultations, expert roundtables, and comparative policy analysis. Together, they constitute a coherent roadmap for achieving a Lean Government and Strong Citizenry.
Governance & Institutional Reform
Reduce the size and cost of government, rationalize ministries and agencies, strengthen the civil service through merit-based hiring, and implement robust anti-corruption frameworks with real enforcement teeth.
Private Sector & Economic Empowerment
Create a business-enabling environment through regulatory simplification, investment protection, access to credit for SMEs, and strategic public-private partnerships that leverage private capital for public goods.
Education & Human Capital
Reform Liberia's education system to produce graduates equipped for a 21st-century economy — with emphasis on technical and vocational training, STEM, entrepreneurship, and civic literacy.
Decentralization & Local Governance
Devolve genuine decision-making authority and fiscal resources to county and community levels, enabling local solutions, accountability, and citizen participation in governance closest to their daily lives.
Social Safety & Community Resilience
Replace dependency-creating welfare programs with community-driven, privately administered resilience programs that build long-term self-sufficiency, with targeted support for the most vulnerable.
Strategic Framework: How We Drive Change
ALT operates on a clear and tested theory of change: lasting national transformation requires simultaneous work at three levels — the intellectual (ideas and policy), the electoral (candidates and mandates), and the civic (citizens and communities). Neglecting any one level produces incomplete results. Our strategic framework integrates all three into a coordinated, sustained campaign for structural reform.
This cycle does not end with an election. ALT maintains active engagement throughout the governance cycle — tracking implementation, publishing accountability scorecards, and mobilizing citizens to demand follow-through from elected officials who received ALT support. We are a permanent force for reform, not a temporary electoral vehicle.
Inside the System
Supporting agenda-aligned candidates to win office and implementing structural reforms from within government institutions.
Outside the System
Building independent civic pressure through research, public advocacy, media engagement, and community organizing to hold power accountable.
Candidate Identification & Endorsement Process
One of ALT's most distinctive and impactful functions is its rigorous, transparent candidate identification and endorsement process. We do not endorse candidates based on personal relationships, ethnic affiliation, or financial contribution. We endorse based on a demonstrated, verifiable commitment to the ALT reform agenda — assessed through a structured, public process.
Every election cycle, ALT publishes its Reform Commitment Framework (RCF) — a set of specific, measurable policy commitments across our five reform pillars. Candidates seeking ALT endorsement must complete a detailed policy questionnaire, participate in a public interview, and sign a Reform Accountability Pledge committing to specific legislative or executive actions within their first 100 days in office and first full term.
Policy Questionnaire
Candidates complete ALT's comprehensive Reform Commitment Framework questionnaire covering all five policy pillars.
Public Interview
Shortlisted candidates participate in a publicly streamed policy interview conducted by ALT's expert review panel.
Expert Review
ALT's Policy Committee scores responses against evidence-based benchmarks and cross-partisan governance standards.
Endorsement & Pledge
Endorsed candidates sign the Reform Accountability Pledge and receive ALT's full organizational and resource support.
Post-Election Scorecard
ALT publishes annual scorecards tracking endorsed officials' progress against their pledged reform commitments.
Mobilization Strategy: Building the Reform Coalition
Electoral and policy change requires organized people and organized money. ALT's mobilization strategy is built around three concentric circles of engagement: a core professional and intellectual base, a broad community organizing network, and a powerful diaspora engagement program. Together, these three circles form the human and financial infrastructure of Liberia's reform movement.
Diaspora Engagement
Liberia's diaspora — concentrated in the United States, Europe, and across West Africa — represents enormous intellectual capital, financial resources, and civic energy. ALT builds structured diaspora chapters that channel resources, expertise, and advocacy back to Liberia.
Grassroots Community Networks
Reform happens at the county level, the district level, the community level. ALT trains and deploys community organizers in all 15 Liberian counties to register voters, distribute policy materials, and build local coalitions for agenda-aligned candidates.
Digital & Youth Mobilization
Liberia's youth majority and growing digital connectivity create powerful new organizing opportunities. ALT's digital strategy deploys social media, podcasts, digital journalism, and influencer partnerships to engage young Liberians in the reform agenda.
Policy Research & Advocacy Engine
The intellectual credibility of the ALT movement rests on the quality and rigor of its policy research. ALT establishes and maintains an internal Policy Research Unit (PRU) staffed by Liberian economists, legal scholars, governance experts, and sectoral specialists — supported by partnerships with Liberian universities, regional think tanks, and international governance institutions.
The PRU produces three primary categories of policy output: Reform Briefs — concise, accessible policy papers for public consumption; Technical Working Papers — in-depth analysis for policymakers and academic audiences; and Legislative Drafts — specific bill language ready for introduction by ALT-endorsed legislators. This spectrum of outputs ensures ALT can engage at every level of the public policy conversation.

ALT's research is always published openly and freely available to all Liberians — because an informed citizenry is the first prerequisite of a transformed nation. We do not gatekeep knowledge. We democratize it.
Resource Mobilization & Financial Model
ALT is committed to financial independence and transparency. We do not accept funding from foreign governments or international organizations with political agendas. Our financial model is designed to be sustainable, Liberia-centered, and publicly accountable — modeling the very principles of transparency we demand from government.

Projected Impact: 2025–2035
ALT's 10-year impact projection maps a trajectory from movement-building to structural transformation. We operate in three phases: Foundation (2025–2027), Acceleration (2028–2031), and Consolidation (2032–2035). Each phase builds on the last, compounding civic infrastructure, electoral influence, and policy implementation capacity into a durable engine of national transformation.
2025–2027: Foundation
Establish national organization structure, launch Policy Research Unit, build diaspora chapters, publish inaugural Reform Agenda, identify first cohort of endorsed candidates.
2028–2029: First Electoral Cycle
Deploy full endorsement process for legislative elections, mobilize voters in all 15 counties, elect first cohort of ALT-endorsed legislators, publish first accountability scorecards.
2030–2031: Acceleration
Expand to executive-level endorsements, advance legislative reform agenda through endorsed lawmakers, deepen grassroots networks, grow membership to 10,000+ Liberians.
2032–2035: Consolidation
ALT-endorsed reforms embedded in Liberian law and institutions, movement has shaped the national policy conversation, cross-partisan reform coalition is self-sustaining.
Key Performance Indicators
Transformation must be measurable. ALT holds itself to the same standards of accountability we demand of public officials. We track and publicly report on our own performance across organizational, civic, and policy impact metrics — ensuring that our members, supporters, and the public can assess whether ALT is delivering on its mission.
Counties Organized
Full grassroots presence across all 15 Liberian counties within 3 years of founding.
Movement Members
Target membership of 10,000+ Liberians at home and in the diaspora by 2031.
Endorsed Candidates
Identify and endorse at least 50 reform-aligned candidates across legislative and local races in the first electoral cycle.
Policy Briefs Published
30+ evidence-based policy briefs covering all five reform pillars within the first three years.
Voter Registration Target
Drive voter registration in ALT-active communities to 70%+ participation rates by 2029 elections.
Pledge Follow-Through
Target 80%+ of endorsed officials delivering on key Reform Accountability Pledge commitments within first term.
Financial Self-Sufficiency
Achieve 60%+ of operating budget from Liberia-based sources (membership + private sector) by Year 5.
ALT's Organizational Structure
ALT is governed by a democratic, distributed leadership model that reflects the very governance principles we champion. No single individual, faction, or donor controls the movement. Authority is distributed across an elected National Board, a professional Policy Committee, regional County Chapters, and a diaspora network — each with clear mandates, term limits, and accountability mechanisms.
Term limits apply to all leadership positions within ALT — modeling the constitutional reforms we advocate for Liberia's government. The National Board is elected by dues-paying members through a transparent, one-member-one-vote process. County Chapter leaders are elected by their local membership. This democratic internal culture is not incidental — it is the training ground for the civic norms we want to see in Liberia's national life.
